Has a species relocation plan been developed, and what are YWI's expectations for relocation activities and reporting?Posted June 15, 2026

No species-specific relocation plan has been developed to date. YWI expects the selected biologist to propose and implement appropriate relocation protocols as part of their scope of work.

In general, ground-disturbing work will be halted upon any unexpected encounter with a special-status species. The project manager will immediately notify the on-call biologist, who is expected to assess the situation and determine the appropriate course of action, including relocation if warranted. Relocation activities must comply with applicable CDFW permit requirements.

For reporting, the biologist should document each on-call response with, at minimum, the date, species encountered, location, action taken, and outcome. These records should be submitted with the project file upon project completion, or sooner if requested.

Proposers are encouraged to describe their proposed approach to relocation protocols and documentation in Section 8.5 (Technical Approach); this will be a factor in evaluation.

Are scientific research and collecting permits required for State Parks land, and are additional federal (BLM/USFS) permits anticipated for surveys on federal lands?Posted June 15, 2026

This phase of the project takes place entirely on private lands — not State Parks, BLM, or USFS lands. As a result, no State Parks scientific research and collecting permit is required, and no additional federal BLM or USFS survey or collection permits are anticipated.

Any handling or relocation of special-status species must still comply with applicable CDFW permit requirements.

What is the available budget for the biological survey work?Posted June 2, 2026

The project budget currently includes $11,400 for biological survey services. Proposals should be scoped with this amount in mind.

However, if a proposal demonstrates that additional work is warranted, YWI may request that CAL FIRE revise this amount upward, provided there is sufficient justification. Budget underages for other budget categories may allow the budget for this task to be increased up to $50,000, though this is not guaranteed.
